"Two Studies and One Action" should be combined with "learning, action, integration, and effectiveness"

The central government has decided to carry out the "two studies and one action" learning and education of "learning the Party Constitution and regulations, learning a series of speeches, and becoming qualified Party members" among all Party members this year. This is a major deployment to strengthen the ideological and political construction of the Party, and a powerful lever to coordinate and promote the "Four Comprehensives" strategic layout, especially to extend the comprehensive and strict governance of the Party to the grassroots level.

One is "learning", which requires careful attention. To learn the original text, advanced techniques, and methods, one should frequently, repeatedly, and conscientiously study, and put in effort to truly learn, understand, and understand accurately. In terms of learning methods, we should adhere to the combination of self-study and centralized learning, understand the principles, align the direction, improve our understanding, and enhance our work. In terms of learning specific content, on the one hand, it is necessary to deepen the study of the Party Constitution and Party rules. The Party Constitution is the overall rule of the entire Party, and the Code of Conduct for Clean Governance and the Regulations on Party Discipline and Punishments are extensions and concretizations of the Party Constitution. Every party member should prioritize learning the Party Constitution, be familiar with key chapters, and always be a model for learning and adhering to the Party Constitution;

The second is to "do", and "do" must be strict. Learning is the foundation, doing is the goal. We need to find weaknesses, gaps, and methods through learning, and implement the effectiveness of learning into specific actions. We must recognize that party members and cadres must lead by example and lead by example. The standards for doing so must meet the requirements of the Party Constitution, Party regulations, and series of speeches. We must position ourselves with high standards and become excellent Party members on a qualified basis.   We must deepen and thoroughly understand the theoretical line, principles, and policies of the Party, have a clear understanding of relevant policy provisions, be able to apply them fluently, have a deep understanding of grassroots situations, have a comprehensive, systematic, and insightful understanding of problem research, and promote work effectively, orderly, and qualitatively; We must carry forward the style of diligence, dedication, seeking truth and pragmatism, rigor and meticulousness, and diligence and integrity, always standing on the position of safeguarding the image of the Party and the interests of the people, thinking about problems, planning work, and promoting implementation.

The third is "integration", and "integration" should be conscious. Every party member should consciously integrate into the branch, with all members participating, without leaving any one behind, without exception. All party members should also integrate into their daily work and life, emphasizing dedication, down-to-earth work, active action, principles, courage to take responsibility, and fairness and integrity. We must strictly implement the "three meetings and one lesson" system, adhere to regular party member meetings, continuously improve the content and form of the "three meetings and one lesson", effectively solve the problem of arbitrary and diluted party life, and promote the return of party organizational life to normal. We should focus on thematic learning and discussion, integrate "two studies and one action" into the daily learning and education of Party members, and periodically inspect the learning situation of Party members and cadres to ensure that learning is deeply ingrained in their minds and hearts. We must make contributions based on our positions, adhere to the combination of learning and education with our own work, play a pioneering and exemplary role in our essential positions, promote the development of the Party's various undertakings, and test our learning achievements with actual achievements.

The fourth is "effectiveness", which should be first-class. Through the "two studies and one action" learning and education, every party member can take the initiative to achieve the goal of creating first-class performance and results. Currently, there are still some issues that cannot be ignored among some of our party members and cadres. For example, the ideals and beliefs are not firm enough, and the consciousness of party members is weak; Lack of overall awareness and weakened enthusiasm for work; Lack of awareness of purpose and service; Decreased awareness of rules, insufficient self requirements, etc. These issues need to be addressed through this learning and education, in accordance with the standards of Party members, through self examination and consultation, striving to solve them, and ultimately forming a good atmosphere of "comparing Party spirit, improving political literacy, comparing realm, improving target positioning, comparing ability, improving professional level, comparing work style, and enhancing overall image". We will implement strict Party governance, ideological Party building, and institutional Party governance into our own construction, Efforts should be made to build a team of party members and cadres who emphasize politics, fairness, professionalism, and good work style.
